As an Admin how can I upload evidence of a learner's FS IA assessments to the learning plan?

Create the relevant placeholder components for holding different IA results for the learner by clicking on Add component link in the learning plan.
While configuring this component, select Component type - FS Initial Assessment and Type as 'Manual'.

Once this component is created, you can upload the evidence.
