FAQ: How do learners add components to their Learning Plans and can they be prevented from doing this?

Learners can add components using the Thunderbolt Icon > Log Activity.

There is no way to stop learners from adding components to their Learning Plans using the above method.
The reason behind this is to allow learners the ability to log extracurricular activities.
