For an Employer to view all learners without being a line manager, they must meet the following conditions:
- Permission: They must have the 'Employer – View in all Assigned Group(s)’ and the ‘Learner Progress‘ permission.

Group Structure: Ensure that they are in the top-level parent group for the group that the learners are in.

Organisation: Ensure that they are in the same Employer group as the learners.
